Thanks for explaining this somewhat complex issue and the "corruption" that leads to the gaming of the law. Here in Mont Vernon the combined local and state education tax rate is $11.09.

I would appreciate if you would refer to towns as property rich or property poor. Wealthy towns like Amherst do not have a tax base remotely the same as Portsmouth, Moultonboro, other lake, mountain or ocean communities. The perspective is different from so called towns called wealthy, which may imply high medium incomes like Amherst.

Good point, but I am trying to generally uncomplicate things. There aren't a lot of folks including Amherst in this discussion and since the discussion is all about property values, in context, "poor" and "wealthy" make sense. I'll try to be more accurate in the future though. Thanks, A
