Why do we insist on calling communities “rich” or “poor” when we should really use the designation “property rich” and property poor”. The example that is mentioned in the article shows this distinction ie. Rye has an ocean and Claremont does not. This differential in the taxable base is usually what creates the inequity of for communities that are unable to raise suitable amounts of money to pay for education. Marilyn Peterman
